Is there such a thing as mild "slowness"?

you have really smart people down to people with a real medical problem. let's say someone is really ditzy, says stupid things, doesn't understand simple twists in movies when everyone else does, and truly struggles with math and other comprehension tasks. is there any kind of diagnosis as "slowness"?
