In blocks of flats, should they mix fragile elderly people with young families?

Most UK schemes to house young families in large blocks of flats together with elderly residents have failed dismally and have been abandoned. They just didn't mix. Too many social problems. Most councils have managed to salvage the situation by housing the elderly in these large blocks, but making the buildings very secure and comfortable. Families are best kept apart, in normal low-rise housing.
