I cannot believe australians think 23c is chilly!!!!? why is this?

That is an average temperature in england in June!!! How on earth is that chilly by any means. i just saw a weather answer and it said soemthing like this ' its 23.6c here in australia and its pretty chilly. i cannot get over this at all lol. Even in germany and scandinavia they have similar climate and temperatures to the UK .
