Eat healthy but still over weight. Help?

I'm 5 feet and 2 inches. I Eat wonderfully healthy. No dairy, not too many sweets. I usually eat about 1,200 - 1,500 calories a day and even when I splurge it's never more than the 2000 calorie guide line. Just today I had a protein shake for breakfast, chicken and mushrooms for lunch, and soup containing noodles, chicken broth, tomato, and onion for dinner. I exercise sporadically. Maybe running 20 minutes twice a week. I weigh 150 lbs. I'm a 42 inch waist. I've got mostly fat around the middle. What's the surest way to get rid of it?
